Answer
I couldn't find a local tow ordinance online but here is the California state statue for private property removal http://dmv.ca.gov/pubs/vctop/d11/vc22658.htm. Not knowing the exact causes or towing request after reviewing the state code it appears your storage charges should definitely be reviewed or brought to someone attention. The local ordinance should also be reviewed but I couldn't find one, if there is one. Double check! Contact your local police department, they have resource officers that specialize in reviewing cases like yours. Also here is the code for more research  http://dmv.ca.gov/pubs/vctop/vc/tocd11c10a1.htm   I also found the state tow operator service agreement which may be relevant http://www.ctta.com/UserFiles/2008-2009TSA.pdf Hope some of this helps.
