Towing Issues: towing fees, tow rates, company contracts

My sons car was found by the El Monte, CA Police Department on October 6th, 2006 @ 1:30pm. We were notified on the 7th as to where the vehicle was. By the time we went to the police department to pick up the release forms to get the car out it was to late and there would have been additional fees. My question is, what is the most that I should have paid. I believe that $250.00 for less that 48 hrs is very high.

Also, while my son was there to pick up the car, the owner said, "oh I see that you have JDM head lights, very nice." yet when my son looked at his car they were not there. My son calls the police department, and they said that there wasn't anything that they could do, that my son would have to call the sheriff's dept.

Police tow rates in California are sometimes set in contracts with the various agencies who the tow company contracts with.  And I can not find out if there is one in El Monte or not... I checked but was not able to find information on it as from what I read in the question it might of been a recovered stolen vehicle tow.

As to the headlights, well that does not seem to be right, and I would file what ever reports I can with who ever will take them... After all if this is a "one time issue" it would not be bad, but if it is a repeat issue with the tow company things can be done.
