Towing Issues: Car with no current tag, tow truck company, inspection stickers

I live in Honolulu, Hawaii.
I work for a parking company.
If I have a vehicle that has an expired registration and/or expired safety check. Is the tow truck company still able to remove the car? even if it is private property? at the expense of the vehicle's owner?
If not, are the police required to help in order to remove c

Property owners can have vehicles removed for most any kind of reason as long as the proper signs are up and the laws are followed...
YES they will need a reason to have it removed, and I personally have problems with removing them for expired tags  as some places get real picky (have seen and heard of them being towed for 1 day expired)


Apartments and condos tend to have provisions in the lease dealing with "unlicensed vehicles" which have expired tags or inspection stickers.
