Towing Issues: tow yard fee for unlicensed driver on police impounded car, tow company, unlicensed driver

Hello, I am writing about an impound issue which took place in San Diego,
CA.  I recently had my car impounded for having an expired license and was
also issued a citation for this by the police officer who impounded the
vehicle.  When I retrieved my vehicle at the tow yard, the tow company tacked
on an additional $78 unlicensed driver fee to my bill and would not release
my car unless I paid this fee.  My question is regarding the legality of the tow
company's right to charge me this fee.  My infraction was against the city so
how is it that the tow company is able to impose fines to me on a city
violation?

This is a new one on me. I have never heard of a tow company doing this...

Since it was a "law enforcement ordered tow" I would be talking to the requesting agency about this issue and see what they have to say about it...

Other than that I have no idea where else to turn other than the courts.
