Towing Issues: laws once car on tow truck, many different things, tow company

Question
cincinnati, ohio. what are laws re: a person rights once car hooked up to tow truck re: belongings & retrieving vehicle?

Answer
I really do not follow the question here... Too many different things which could be happening.

The tow company has hooked up the vehicle and is either leaving or has left the property, and at that point the vehicle is "theirs" and any business you attempt to stop them with in order to get belongings would be up to the driver at that point...
But remember that SAFETY is a key here, they  will or should not stop in traffic to do business.

Now the tow company has also provided a service to the property owner and removed or is attempting to remove an illegally parked vehicle... They will have a fee which would have to be paid in order to get the vehicle "released - dropped" at that point..

As to belongings, well that is one of those things that would be done on a case by case basis...

NOW if the vehicle was being towed per orders of the police department then it can and usually will be a whole different set of things which affect the towing, the fees to be paid and if you can get belongings out of the vehicle before it is towed.

And not to forget wrecked vehicles in the middle of the roads, it is amazing that people want to leave the vehicle in traffic where they or the vehicle can get hit, just so they can get things out of the vehicle...  Most of the times, the tow truck will get it out of the roadway and to a safe place so that your property can be removed and payment arrangements made...

This question is a bit open ended and is hard to answer, I know there was a "Motive" to ask this question and my crystal ball has a crack in it today and just is not receiving good images.

Hope that this helped a bit.
