Towing Issues: Police tow, unlicensed drivers, van nuy

Question
Can the police tow a car in Van Nuy, CA from a shopping center parking lot?  If the police see an individual move a car from one stop to the next and park it.  Once they stop to park they run their plates and see a suspended license and tow the car from the parking lot of the shopping center? After being told that the person only moved the car for a medical emergency?

Answer
While this is more a legal question than an actual towing related question, if the police did observe the person driving the vehicle who had the suspended license then yes it can be towed and the driver issued ticket(s) and or arrested...

California has some laws which deal with "operating vehicles while suspended" and they can and have impounded vehicles for a 30 day hold on them for just this reason..

It's to keep the motoring public safe, keep unlicensed drivers off the street (who tend to not have insurance either) and all that stuff.

Hope this helps
