Towing Issues: My apartment complex in Alexandria, VA moved my car, pouring concrete, spur of the moment


Question
I went out this morning to find that my car had been moved from its parking spot to a spot across the lot.  My apartment complex has a "park anywhere" policy.  I called and spoke with someone from my apartment complex.  I was told that 5 cars that were parked LEGALLY had been "moved carefully" out of the way as the result of a "split-second decision" when the guys pouring concrete for our sidewalks decided that the 5 cars were in their way.

I was given no notice and do not think the apartment complex would have even told me about it at all had I not noticed on my own.  Furthermore, the car was pulled into the spot across the way and seems to have been driven rather than towed!

I have a few questions:

1) Is an apartment complex in Alexandria, VA allowed to move a legally-parked car out of the way without giving the owner notice?

2) If the company in fact drove the car as opposed to towing it, are there civil or criminal penalties that can be imposed?

DRIVEN, ah that would mean they had keys to the vehicle correct ????


I would say that either it was towed or moved on "go jacks" which allow the vehicle to roll with the tires lifted off the ground...


Now construction work always poses problems and vehicles do have to be moved at times, sometimes they are relocated in the parking lots some times they are impounded and you have to pay to get them back...


As to the notice, well its hard to give notices on "Spur of the moment" issues...

I am sorry but I really do not have much for answers on this question.
