Towing Issues: Car Towin Law, spring valley ny, registered mail

My car was towed 3 weeks ago in Spring Valley, NY and the company that towed the card sold it to the junk yard. When I called the owner he told me it is a New York State Law that if the towing and storage exceeded the value of the car then they can junk it. They also want me to pay $60 in order to get my license plates back. Is this legal? Or is there a website or a phone number that I can call to verify the information he provided? New York State Law says Vehicle owner has to be notified within 5 days of tow and notified by registered mail at the 10 day point.
Check the NYS mechanics lien in the nys data base there is a set value of a vehicle. Which I belive is $750 it can be junked with out a title.  (but I am having trouble finding that reference again since my last computer crash)...

But who would determine the value of said vehicle is one thing to consider, is it the tow company or a police officer ?
How is the vehicle appraised for this kind of deal..


From what I understand,  It is 100% Illegal for the tow company to hold the plates they must be returned within 24 hrs of a request of the plate owner at NO charge. They also have to let the person have any and all personal belongings from the vehicle by nys law.

Also why it was towed?  Private property tow away for illegal parking or on orders of the Police.


I hope this helps, but its one of those issues which I am working on getting better information sources for along with a better understanding of the very confusing New York Laws.
