Towing Issues: parked vehicle without tag, enhancement programs, junk vehicles

Question
I'm an over the road truck driver and at my home in Orlando, FL I have a vehicle parked. I'm on the road so much I never drove this vehicle so I let my insurance lapse, and turned in the tag, I have it parked in the driveway with a car cover over it, it runs fine, code enforcement is telling me I have two weeks to get a tag because it is not parked under a carport, my home does not have a carport. Do I have any recourse to keep from getting a tag and wasting money on the required insurance without my car being towed

Answer
THINK REVENUE for the city...

Many areas have went to this kind of system so that they have licensed and insured vehicles in the city.

And it also removes the eyesore - junk vehicles which tend to collect at some houses.

PS we have one city here that requires vehicles to be in enclosed garages or they will ticket and tow them even if they are behind fences in  backyards and not visible at all...(they use a helicopter to check some places out)

Sorry that I do not have the answers, but its one of those "city enhancement" programs they do.
