Towing Issues: Fire Lane issue, tukwila washington, fire lane

Question
A tow company and I had a dispute about me being partially parked in a fire lane. Apparently he stated that even though the tires weren't in the fire lane, the front of my car was. I disagreed, it wasn't in the lane at all. He stated that if i gave him cash on the spot that it would save me the hassle of going downtown. But the quote he gave was the same quote before he even towed the car. Well, he never towed the car but charged me 143.00 not to tow it. Is this legal?

CITY  AND STATE PLEASE...

After all the rules are different in Lockport New York than in Wells Nevada. And both of them are different than in Miami Florida and Tukwila Washington..


But this sounds a bit nit picky to me...  Fire lane tows are gray areas at times and this one sounds more black than gray to me.
