Towing Issues: I got a parking ticket and got towed at the same time., residential parking, tow trucks

I live in Miami Beach FL. I park in a street where one side is free parking and the other side is residential parking area. I did not have space on the free side and I parked on the other in the residential area. My car got towed. When I picked up my car I had to pay $241 for the towing and labor etc. But when I received my car I found an additional parking ticket on the window. The ticket was issued at 1. 24 am and my car was towed 16 minutes later at 1. 40 am. I am wondering if the issuing officer called the towing company why he gave me a parking fine of $23.00 and make my car towed at the same time? The towing truck needs about 16 minutes to arrive. I am just wondering why I am being punished twice for one mistake. Are there any regulations regarding to how much time have to pass between the first ticket being issued and the towing of my car legally?
I think the towing guy just simply saw the ticket on my car and towed it away by himself.

Is it legal to give me a fine for illegal parking and tow my car at the same time? My car neither blocked any gates nor was in the way. Or is it all right for the towing company just pick up cars that has tickets on them and tow them away?

Parked on a street generally means that you are under the police department towing contracts. As such the police issue parking tickets for reasons such as "no residential parking permits, over time parking, or any multitude of reasons" to create the "offense documentation" and then it is towed if that is a "towable offense" in your city.

It's kind of like getting a DUI ticket and then all the fines, penalties, and court costs related to that PLUS the towing costs.

But generally the tow truck is called by the police department at the time the offense is noted and the tickets are issued.

Legal for tow trucks to tow, as the officer directs the tow truck which vehicles to be removed.  But unless Miami Beach has different laws, the tow is Police ordered. The City has contracts with different towers usually in zones and as such it is not random tow companies doing the towing..
