Towing Issues: Apt. Mgmt. threatens to tow operable vehicle that hasnt been moved in 3 months, tow truck driver, apartment manager

Who makes the laws in Indiana giving an apartment manager legal right  to threaten to tow my operable vehicle, which I have not moved in three-four months?
Can they tow this vehicle legally?

Well, there are laws created by the state legislature which deal with abandoned vehicles, illegal parking of vehicles on private property and all kinds of other issues...

BUT also remember that an apartment is private property and as such the property owner can create rules which deal with with is allowed... Yes most of them have to follow the state laws, but if they want to say that green cars are not allowed on Tuesdays at 2 am then it can be legal as long as it is spelled out in the lease agreements and signs are posted telling people that unauthorized vehicles will be towed...

I know this is kind of a generalized answer but it is one that does work in most of the cases...

But for a vehicle to not be moved in 3 to 4 months I would think it would be abandoned also and as such it would be subject to towing. That is my thoughts as a tow truck driver, but I would also have to have an signed authorization from the property owner or manager or agent of, before it would be towed.

I think there might be more to this issue, but it does sound as if they wanted to tow it, it would stand up in court.
