Towing Issues: Towed from an unmarked area, lexington public library, stone pillars

Question
I live in downtown Lexington KY, and as such I park in the Park Plaza/Lexington Public Library parking lot.  I was recently towed from this parking lot and have been given multiple reasons why from multiple people.  The first reason given was that I was "angle parked" taking up multiple spaces, and the second reason (given from a different person) that I had parked in an area that was not considered an appropriate area.
The area in question is close to the gate, between some large stone pillars.
After investigating the issue and discussing it with the local LFUCG parking authority I was informed that the tow was illegal 1) because there were no lines designating a proper area to park in, and 2) there where no signs in the area declaring the space that I had parked in was a "no parking zone"
When I spoke with the local parking authority he informed me that because of a lack of designating lines of a parking spot that if I had decided to park completely sideways taking up all 3 spots that it still would have been legal, in that area of the garage given that there are no parking lines (where as every other spot in the garage has lines clearly meant for parking).
I found the Lexington Ordinance detailing the need for signs in the area, but not for the need to designate the parking area approrpiately with lines on the ground.
I've poured over the lexington city ordinances and can't find anything related to the definition of a parking space, and I'm not sure where to go from here.

Answer
Well since it was towed, you would have to really determine "who authorized" the tow... Was it a city official, IE police, parking patrol, or Library person who ordered it towed.. Or was it someone else who has control for the property.

But I do have to say that just because it has no markings or no signs does not mean that it is "not a parking space" but then again it also does not mean "it is a parking space"

I am going to go out on a limb here and say that you try to keep your vehicle away from other vehicles and as such park in a manner that others can not get near you.. I have seen that before and it causes problems with the laws and also the "legality of the tow".

But since you have done all that homework and found all the answers, I guess the next step would be the small claims court route and let the judge decide if it was a "legal or not" tow...
