Towing Issues: Car towed by CHP, valid drivers license, tow fee

Question
I live in California and I was pulled over by a CHP officer for exceeding the speed limit. My license was suspended a few years back but was taken care of 2 years ago. My license is from NY. I know I am supposed to have a Calif drivers license cause i have been pulled over before and been told this. But the Cop thought my license was suspended and told me he has to impound my car. After he put my in the car and the tow company came he told me he found out where the action had ended, and that it was no longer a charge for suspended incense that he was going to put it as unlicensed driver, but to make things clear I do have a valid drivers license. But the they towed and impounded my car just the same. I went the next day and got a Californian DL and I called the CHP office the next day to get my car out when I told the lady why my car was impounded she didn't understand why. She said some thing to this affect, why would he tow your car because you didn't have a California license. And she asked me if I had a valid NY incense and of course my answers was yes. So after 270 dollars at the tow company I feel like I was majorly wronged and want to know what I can do.

Answer
Well, unfortunately California has about 2 million laws for just about every thing possible and as such it is really hard to answer this with any "specific" information..

But if they "deemed" your license to be suspended or illegal then it becomes a court issue..
BUT I also know that when you move to another state you are required to get a license in that state within a certain period of time. Be it 30 days or maybe up to 90 days...  That is a law in most every state, with exceptions of Military people in some places.

Now as to the $270.00 spent on the tow fee, it can be "possibly" overturned and repaid via the courts.  But the tow company did the job at the request of the police department and as such that means that "MAYBE" CHP will have to refund the money for an illegal tow.
BUT like I said before it sounds as if a court case is the best answer on this one... You got the ticket and as such have a court date. Use that to see what all is going to happen..
