Towing Issues: Sale of vehicle, tow companies, tow company

Hi, I live in Arizona and my fiance and I own and operate a towing company in Pinal County. We are getting VERY conflicting information re the sale of a vehicle. example: We provide a service to either by personal request or local authorities having a vehicle towed and impounded in our impound yard, then the registered owner does not pick up their vehicle, we in turn file and obtain a abandonded title and then sale the vehicle to try to make up for our tow bill. We are being told that we have to obtain a dealers license to sale the vehicle. Our point is we are not a dealer nor did we go into the "used car dealership" we are a tow company providing a service and unfortunately people do not always come for there vehicle as we would REALLY like. Please help if you know what Tow companies are required in the state of Arizona or possibly guide me in a direction to get my answers. Thank you Diane A & D Towing

I have tried to find some information, but really have been swamped towing this week...

DMV is most likely trying to collect more money like always in license fees, but I do know that in many states if you sell a certain amount of vehicles each year they deem you an auto dealer and make you jump though more hoops..

the few things that I did find do tend to support the "conflicting information" you have been receiving..
