Towing Issues: car towed in apt complex, decal sticker, tow truck driver

My girlfriend stays in an apt in Newport news,va and she her vehicle is registered with the complex. They give all the residents decals to put on their windows and the apt complex has a list of resident vehicles that belong out here also. So recently my girlfriends decal sticker stopped sticking and just happened to fall off and her car was towed by the towing company.We went to the towing company and went in the car and showed them the decal and they would not give us the car back without paying the $130 fee because they said it was not properly displayed in the window but it was in the car. We called the apt complex manager and she said that since it fell off we would have to pay the towing fee and it wasn't their problem.I asked the complex manager if the towing comp had a copy of the cars that should be out there and she said it be too time consuming for the apt complex to make a list and give it to the towing company.So here is the question......should the towing company have the list of cars that belong on the property and is my girlfriend at fault for not making sure her sticker was still stuck to the window?

Window permits and of course mirror hanger permits while good are like anything else. Sometimes they fall down and while it would seem the tow company should have a list of vehicles, it is very impractical to do that..

People change cars either by selling them, or getting loaners. Tenants move in and out. You can see the headache to keep a "CURRENT and UP TO DATE" list on file at the tow company..

Permits which fall are not always close to where they should be as some people do pick them up and put them in the glove box or other places which are not visible..
Granted a good tow truck driver(s) would recognize the vehicle as belonging there and check a bit but depending on how the contacts are worded with the apartment complex there might not be any leeway.

Both the tow company and the manager are correct, if the permit did fall down then it is "not visible" and subject to towing.

What should happen is the complex management should issue a new permit which will "STICK".
