Towing Issues: excessive towing charges., tow operator, public garage

Question
our homeowners association employs gold coast security to patrol our housing area.they use a tow company that tows the illegaly parked vehicles to an adjacent city and charges what I believe to be an excessive amount. The law states-to the nearest public garage. Is it legal to tow your car to another city? The local paper did an article about this company linking the security co and the tow co.Shouldn't there be a law in place preventing this sort of a monopoly? The charge for us to get our car back is 310

Answer
If you've done your homework, and the law states "to the nearest public garage," then it does not sound like it would be legal for a tow operator to take your vehicle to an adjacent city (providing that the adjacent city is not where the nearest public garage is located). If you are in California, there may in fact be laws that prevent the security company and the tow operator from taking vehicles that are legally parked. Check with your local authorities, or consult an attorney to find out what the law states where you are. Good luck.
