Toyota Repair: rough idle, spark plug wires, visible cracks


Question
I have a 1995 camry, 4 cylinder engine, automatic transmission.  It is mostly kept in my garage and I run the engine on weekends only.

Recently, when starting, the engine wants to stall unless I keep RPM above 2000.  It will run rough until the engine gets to normal temperature.  There is smell of unburned gas while the engine is running.  The spark plugs are in good condition.  The wires look in good condition and the measured resistance of the longest wire (spark#1) including the distributor cap is about 19000 ohms.  It is the highest of the set.  The cap looks in good condition, no visible cracks.

I changed the wires (used) and the highest resistance is about 13000 ohms.  The engine idles better but still a bit rough in the range of 1000 to 2000 RPM.  

Are the resistance of the wires out of specs.  What is the maximum allowed resistance.  If the wires are within specs, please suggest what else to check and or replace.

The spark plug wires are not the problem, if this is only until the car warms up it may be a sticking idle air control vlave, the valve is located on the throttle body which has to be removed to get the IAC valve off so it can be cleaned or replaced, this should take care of this common problem.
