Toyota Repair: 1993 camry fan, electric solenoid, solenoid valve

Question
I read the other article about overheating with the hydrolic fan on the 1993 toyota camry, Im having the same problem the fan is turning way to slow and you can stop it from turning with you fingers, It overheats only when Im driving into a strong headwind
I actually think a strong headwind makes the fan turn in reverse
because it overheats in less than one minute your driving along fine and all of the sudden it the temp gauge shoots up to hot.
any answers you coulg give would be helpfull also I wonder if you know of anyone just replaced the hydrolic system with an electrick one.
Thank you and have a good day

Answer
In my previous replies to this problem was to check the electric solenoid valve on top of the power steering box and make sure the electrical connector is on. I don't know of anyone that had converter it to electric fan so I can't give you any advise on that.
