Toyota Repair: 93 camry, fuse box, battery voltage

My car doesnt start, so my uncle and I took out the starter and had it tested...it works fine as well as I got a brand new battery. When I turn the key, the open door light is the only light that displays: fans don't work, clock doesn't come on. I'm Confused. Can I solve this myself or should I have mechanic?

Locate the black fuse box under the hood near the battery, open the cover and check the 80-100Amp alternator fuse, this fuse is larger than the rest of the fuses and it supplies almost all of the car's electrical systems with battery voltage, the bad news is that if the fuse needs to be replaced the fuse box has to be taken apart because this fuse is bolted in inside.
