I need to replace the headlight switch on my 99 forerunner.what do I need to do.  Does the steering wheel need to be removed?

Don't mess around with any of the wiring near the airbags, dangerous.
Take it to a good Toyota technician, spend the money to have it done.
It a lot safer that way. The air bag and steering wheel have to be removed.
