Volvo Repair: volvo 940 starting problems / running rich, propane torch, coolant pump

1994 940 wagon with 141,000 miles: car has trouble starting starting when cold (overnight; but if it has started, re-starts fine that day).  Just had timing belt, fan belts, coolant pump replaced (there was a leak with the pump).  The plugs get extremely fouled black when running if it starts and runs for a while.  I dired the plugs with a propane torch a couple of times when I really needed to be somewhere -- not a good long term solution to the flooding/running rich/not starting issue.  Is this an oxygen sensor issue, a cold start valve problem or something else?  I owned an '86 240 that seemed to have a similar problem, but it never really was rooted out.  Basically, at this point it would be nice to get another year or 10,000-15,000 miles out of the car, but only worth it to us (young child in tow now) if it will start reliably.

Hello Michael,

            I would venture a guess and say....leaky fuel injectors...cold start valve...fuel press regulator.
            All can be tested to see if they have failed...unfortuneatly I am unable to give you the full lesson in testing... at this time...just basic knowledge...make proper ground and check spray pattern using container to catch fuel...NO DRIPPING at rest position...you may have to remove fuel rail to test injectors...use 4 containers...to catch fuel...be certain to clean area around injectors from debris.
