Volvo Repair: Cold Start Valve?, volvo 240 wagon, haynes repair manual

Hi, I own a 1991 Volvo 240 wagon. I'm having problems when first starting the car. It seems to crank a little too long before it fires up. We own an 88 as well which starts immediately once turning the key. Someone had mentioned the cold start valve to me but I'm not exactly sure what this is or where to look for it as I'm not finding much information about it in the HAYNES repair manual. Any suggestions as to the problem? I understand just saying it won't start quickly is quite vague but any more questions can be answered if need be. Thank you.

There is a cold start valve sitting under the intake manifold that injects fuel into the manifold when the car is cold to help with starting. Need to check to see if it is getting energized when cranking. Depends on how long it takes to crank, may or may not be the problem. Quick check is, when cold and after cranking and not starting, remove a spark plug and see if it's wet. Should be a little wet but not soaking.
Recommend having your mechanic pull codes from the diagnostic connector to see if there are any trouble codes logged.
