Buick/Olds: 93 LaSabre Climate control problem, climate control system, neutral safety switch

I have 2 problems.

Intermittent problem with the climate control system on a 93 Lesabre custom. Sometimes all the cc buttons are responsive and normal. Sometimes they won't come on at all. Sometimes more than one comes at a time. Sometimes the cc will continually cycle betwen all the buttons, one at a time in a "circle" with each button's light on for a second, and the blowers, vents, etc.. changing in correspondence to the button currently selected. The blower is always on except when it cycles to the Off button, then a second later cycles on again when the next cc button is lit. I haven't read about this particular problem, but have seen many references to grounding problems. If its a grounding issue, could you describe where to locate the problem?

2. Intermittently, usually after sitting overnight, when I try to start the vehicle, it clicks once but doesn't crank. It may do that several times, then on the nth try it starts up normally. I'm thinking starter solenoid or neutral safety switch. Or could it be related to a grounding problem above.

It sounds like your problems are interrelated.
1st, check the ground cable at the rear of the engine, it is a woven, stranded, cable attached to the block by a bolt, and to the frame on the other end by a bolt. If it is loose on either end it will start these type of problems.
If that checks out ok, check your ground cable on the battery, making sure it is not corroded or breaking inside the plastic shield near the end.
If that checks out, you might get a computer analysis to check for error codes.
