Buick/Olds: 87 Buick Regal, covettes, v6 v8

My 1987 Buick Regal (V8, 5.0  307) lacks power. After inheriting the car from a family member I have been individually addressing plenty of other problems (serious oil leakage, heating and A/C problems, and interior and exterior issues). At this point I am deciding how much farther should I go to  keep this car on the road. How much benefit would I receive from changing out the spark plugs/ tune-up? And why did GM produce a seemingly less powerful/ less fuel efficient engine (mine) after seeing the benefits from the V6 turbo of the same time?

Jim,
It's easier to address the V6-V8 question.  The Buick corporation began putting v8's in for two reasons.  
1-they found out that the V6's were almost as fast as the same year covettes and people could by them and save money by not buying the vettes
2-There will always be people who prefer way the alphanumerical phrase "V8" roles off of their tongue.  The 8's were made for them.

If you looking for more power, you are gonna need to open everything up.  Run dual exhaust from the exhaust manifold all the way back.  Get a better carb, put a supercharger on it.  But a tune up will not help you.  Sorry Jim.
