Buick/Olds: 91 olds Distributor/cap, screw out, vice grips

91 olds custom cruiser 305v8. Went to change the distributor cap & rotor; back side screw that holds distributor cap to plate broke off flush with top of mounting plate. I can feel it protruding from the bottom but cant get hold of it. what can i do to fix this.

Some guys have all the luck.   You can use two methods to get this screw out.  

1- You can use some itty bitty chizel type device and tap away at the head of the screw until you can grab them with some vice grips
or
2- You can drill a hole in the center of the screw (using a drill bit that is smaller then the screw and use a reverse thread screw to remove it, but at the same token, you can completely drill the screw out rethread the hole and replace the screw.
