My Buick has been running rough after it warms up and I recently had the carburetor rebuilt.  The spark plugs are fouling real easily which may be coming from the mixture being too rich.  What do I need to do to make the mixture more lean and to adjust the idle?  Thanks for your help

First thing you need to do is make sure that the choke is opening all the way after it is warmed up.
I dont know how much help I'm going to be on this one because the car is 3 years older than me and I'm not sure what carb Buick was using back then, but there should be either one or two idle mixture screws in the base of the carb. Turning them in makes the mix leaner and out makes it richer. There should also be and idle speed screw by the throttle linkage.
If adjusting the idle mixture and idle speed does not help, you could have a float that is set to high causing it to be too rich. You will have to take the carb apart to adjust the float level and that should have been done when the carb was rebuilt.
