Ford: Fuel pressure, fuel pump relay, inner fender

I have a 1990 F150 2w/drive with a 300 6 cyl.  I'm having problems with the fuel system.  When the key is turned to the accesory position, the fuel pumps power on but do not turn off and if I try to start it no luck.  I have replaced the regulator( after this it stated fine a couple of times.) and the pump in the front tank.
If I spray starter fuild in the throttle body, it will start but is extreamly rough runnig.

there is a fuel pump on the frame rail,i bet thats the problem.i believe its on the drivers side.hope this helps.

1989 was the last year for the booster pump on the frame rail.  I traced my lines from the tank to the fuel rail to double check.

i would check the fuel pump relay.i have also had this problem with the fords.the relay is on the drivers side inner fender under the hood.if you have no way of testing the relay go to advance auto or autozone as they will do this for free,also you can use their scan tool for free instead of paying 100 bucks or more to a garage.you are right ford stopped using the booster pump in march of 90,i have a 90 with the pump,sorry for the mistake.hope this helps.
