Ford: 96 Ford Explorer wheel noise, disc brakes, belt buckle

Hi, I have a 96 Ford Explorer 4D4WD, and while I'm driving a grinding sound (metallic scraping noise) comes from the passenger front wheel.  When I apply the brakes, it stops.  I checked the brakes and they are fine, and there isn't anything noticeably rubbing when I took the wheel off.

Also, and this is a shot in the dark - my seat belt buckle is stuck open.  These can't be serviced right?  I probably need to get a new one.

If you have disc brakes on the front, this is what I would so. Normally the front pad would look good, but the pad behind it could be worn. I would remove the brakes, and inspect them. Normally brakes have a wear indicator on them and this could also make the noise. Buy a can of brake cleaner and clean the brakes really well.
