Ford: Ford Explorer - Blower Motor, motor speed controller, blower motor resistor

Question
I have a 95 Ford Explorer.  The blower does not not work at the low speeds.  It only works at the the highest speed.  I have done some research at it seems that potentially the blower motor fuse could be bad.   I looked in the owner's guide and there are 3 places the blower motor is mentioned.  There is a 10 amp fuse in the fuse compartment.  There is a 50 amp fuse in the power distribution box.  Also, there is a Blower Motor relay.  I do not know where the location of the blower motor relay.  What do you think could be the issue.  Should I try swapping out the fuses?  If so which ones?  Do you think this could fix the issue?   Do you know the location of the blower motor relay? How can I tell if the blower motor relay is not good anymore?   Can I buy a new blower motor relay at an auto parts store if it is the issue and what do I ask for to make sure I get the right part?

Thanks for any help

Answer
what you only need to replace is the blower motor speed controller or also kown as a blower motor resistor.if your blower motor is working on high then that means that your fuses ,relays ,and sensors are fine if not it wouldn't go on at all.                                                                                                   good luck.
