GM-GMC: windshield wiper motor, windshield wiper motor, windshield wipers

Harry,
I have an 1995 1/2 ton Chevy pickup.
I turned on my windshield wipers when they were frozen to the windwhield. I didn't get it turned off soon enough and now they only work on high speed. The lower speeds and intermittent don't work. Also the washer quit working at the same time. Did I burn out something in the motor?

I don't know where the circuit board is located but it controls the intermittent wiper function.
