Honda: Low idle, air control valve, coolant temp

Morning, my 2000 Civic DX starts and runs fine with the exception of a low idle. After driving at a steady speed, when you brake to stop, the idle falls right off to almost a stall.  I have replaced plugs, plug wires, dist cap and rotor and the idle is still low.  Also, this seems to happen more often with outside air temperature above 40 degrees (wasn't a problem during the winter).  Any suggestions would be greatly appreciated.  Thank-you

Here's a start. Remove the battery cables for a few minutes, then start the car and let it idle with all electrical devices off. Let it idle about 20 minutes. That will cause the car to perform an idle re-learn. If that does not correct the issue I have several ideas. An engine with tight valves can have these symptoms, that would require adjusting the valves of coarse. It may have a coolant temp sensor that is "marginal". An idle air control valve could be lazy or slow to compensate. There is an air bleed screw adjuster on the throttle body but it should have a black rubber stopper hiding it. That screw can be adjusted by turning outward to raise the base idle.
