Hyundai: Wiper fuse blowing in Hyundai Atos, fuse panel, signal control

Hi,
I have a 2000, Hyundai Atos GLS
Two days ago my 20A wiper fuse blew out.  The devices that ceased to operate include Front and back Wiper and Washer motors.  With the wiper control on off position, a fresh fuse will blow immediatly when the key is turned to ON position. The fuse registers 11.7 Volts on the hot wire and registers no resistance on the wire after the fuse.  The fuse will continue to blow with front and rear wiper connectors unpluged, all connectors to wiper control module and signal control in steering column, and Inline connectors before it exits the firewalls and side panels except for the wires to go to the rear (couldn't find them.) Thats where I'm at now. I don't know where to start to locate the short.  I haven't looked for a relay yet.
Any hints would be great.

Hi Mark, I wouldn't think its a short in the wire just yet if it just started malfunctioning.If too much current flows through the circuit for whatever reason, the fuse is designed to "blow" and stop the flow before electrical components are damaged, wires melt and cause a fire, and/or other nasty things. So first of you need to check the fuse panel and on the back should be a sticker labeled. You need to check if the fuse amp #  for the wipers matches the one on the label. If you recently added  a new fuse on you might want to make sure
the electrical current exceeds the circuit's capacity. If that doesn't work then please don't hesitate to make a follow-up of this question and get back with me.
