Mercedes: Mercedes Diesel Injection Timing, mercedes diesel, mb diesel

I have a 1995 MB E300D.  At 150,000 miles I had the timing chain replaced because it was stretched and the mechanic adjusted the injection timing by ear.  After 1500 miles I took it back to him for a follow up and an oil change.  The timing was off a little bit because I was missing some top end power and I had some slight low throttle knocking that was not typical.

When the mechanic used the timing tool to check the injection timing, he said that it indicated 17 degrees retarded.  When he set it at the proper specs, the engine would barely run.  He said it appears that the timing band (which has the sendor device) on the injection pump shaft had slipped, making it impossible accurately set the timing.  He is using trial and error to set the timing and he believes he is getting close.  

Is this guy blowing smoke, or is this a problem with this series of MB diesel injection pumps?

Note: The vacuum pump actuating cam and shaft (which also drives the injection pump) was replaced when the timing chain was replaced.  This was due to a vacuum pump failure which caused damage to the cam.  Apparently on this model the cam can not be replaced alone.

Was this done by a Mercedes dealer?
All repairs you mention would in my opinion need to be done by a dealer or Mercedes "only" specialty shop.
The best guess I have = timing is off.
Reason why is unknown, and would require hands on diagnosis.
If you have lost confidence in the shop, take it to a dealer for diagnosis.
Then decide what direction to go.
