Pontiac: horn, pontiac sunfire, fuse panel

1996 pontiac sunfire w/2.2 I tested the horn it works,but not from the steering wheel.I took the  air bag out and there is no power were the horn wires hook to the stering wheel.Is there a relay or fuse to it.I checked the fuse panel and there is not a fuse for it there or in the one under the hood.

There is no power to the horn switch, its a ground. When you push the horn pad, you ground the relay. The relay then pwers the horns.
There is a relay and a fuse. The fuse is probably not marked HORN, it is probably the courtesy fuse. I dont remember for sure how it is marked and Im not sure if the relay is in the fuse box or under the hood, but I think it is in the inside fuse box. If I remember correctly, it is a 4 terminal relay. 2 are hot all the time, 1 goes to the horn, and 1 goes to the horn pad.
