Saab: saab 900 s convertable, saab 900 s, starter solenoid

Hello, I was wondering if you could help me solve my problem. I have a Saab 900 s convertible and it will not crank over. I just replaced a battery and the new one seems to be draining slowly as well. All the power seems to work on the car except for starting it. I think it may be the starter if it is where is it located. Also when I go to charge the battery the power meter will flicker as if its shorting.(only happens briefly)

 If I understand correctly, even with a brand new battery, you could not get the engine to crank over. Did you hear any "click" when you turned the key to start position? If so, you are getting voltage to the solenoid, but not beyond. That would suggest that the starter is at fault. If you hear no click, then the problem  is likely either in the keyswitch or the circuitry between it and the starter solenoid. To properly troubleshoot the problem, you need either a voltmeter or indicator light when checking for the presence of voltage in the circuit.
  I have seen the flicker myself, but have never attached any meaning to it, nor has it indicated any condition one way or the other.
