Volvo: 98 volvo sas problem, volvo s70 t5, vacuum lines

ray,i have a 98 volvo s70 t5 getting code po410 .sas valve is working,controller
is working.jumped relay pump works.switched relay with one next to it, car
starts,no pump.everything appears to be functioning.could this be in the
ecm.also is there any way to diagnose this any farther without a volvo scan tool.
any advice would be greatly appreciated.thanks.

You are at the end of your diagnosis without a VST. With the scan tool you can run the SAS test. However there is the possibility that the problem is in the ECM. If the fault still remains after clearing the codes, you may have overlooked something. Are the vacuum lines all good and tight? Could the SAS valve be clogged?
