Volvo: 1994 volvo 850 turbo starting problem, fuel guage, power steering pump

I have a 1994 volvo 850 turbo (2.3L 5 cylinder), that has been "sitting" for a long time.  I have changed out the power steering pump, the right half-axle, the front rotors and pads, the top motor mount, etc. and it has taken me a long time to get it all done. I started the car while it was up on the jack stands, and it started fine.  Now that I have it all together, I can't get it to start.  It cranks, and it fired a bit when I sprayed starting fluid into the air intake, but I can't get it to start.  I believe the problem is a fuel delivery problem -- I changed the fuel filter and pulled and cleaned off the fuel pump, but no dice.  I tried pulling off the front fuel line on the filter and then turning the ignition on, and I get no fuel flow.  I also gapped and installed new spark plugs.  The codes on the little box under the hood (the A2 jumper) say only 325 (ECU memory loss), which I presume means that the ECU has had no power from sitting.  I have considered the obvious possibility of the fuel relay, and of course the pump itself.  One other detail:  the fuel guage reads nothing, despite the presence of plenty of gas in the tank.  Would a bad relay account for that as well as the pump?  Let me know what you think the likliest possibility is.  Thanks for your help.  Paul V.

Firstly the code 325 ECU memory loss, is regarding with battery, do not worry about it if your battery is good now.
The other one, the problem is fuel pump itself, you wrote you found it, you are right. Please replace it with new one.
