4 Wheel Drive/SUVs: 2000 Chev Suburban 4x4, differential components, manual hubs

Is the front drive shaft suppose to turn when running in 2H (2 wheel drive)? The service person at my dealership says it do.

If you have automatic hubs, or fixed hubs that can't be released, then the front drive line will turn in 2-wheel drive.  Years ago, most 4x4's did not have unlockable hubs.  The manual hubs were installed with the idea that if you can unlock them, and allow the front wheels to free-wheel, then you would save some gas, and wear and tear on the front differential components.
