Auto Insurance Claims: Should I file a claim?, rear quarter panel, exchange info

I was backing out of parking space this evening and an impatient driver attempted to speed around me.  He wasn't quick enough and I bumped him.  I was going less than 5 mph and my bumper hit is passenger rear quarter panel leaving a scuff mark.  I exited my vehicle, told him I wanted to exchange info and he acted extremely dodgey. I gave him my name, my phone number and the name of my insurer along with their phone number.  When asking for his info, he only gave his first name and then began with "I'm in a hurry, I have to go. I'll call you so we can work this out" and then left.  He called and asked me if I would like for him to get an estimate so I could pay him for the damage and I told him no, that I preferred to use my insurance.  I asked for his info and he said he would have to get back to me.  He still hasn't gotten back to me and I don't want to run the risk of waiting to long to report the accident to my insurance company.  There is no damage to my car and I was able to take a photo of his car as he was driving away, which shows the scuff mark and the lack of severe damage.  Should I report the claim to my insurer even though all I have is a first name and a phone number?

In this case I would say not to report this until you hear either from the other driver again or your insurance company. He has your info. If he wannts to make a claim he can call your insurance company. Keep the photo you took as proof of the minimal damage. If the guy calls you again just keep reminfding him that you will not pay anything and that if he want to get paid he will have to file a claim  with your insurance company. Also tell him that took pictures of the damage to hius car at the scene to provide to the insurance company when they call you.

In all likelyhood, you will never hear from him again. He was likely looking to score some quick cash.
