Is my insurance company at the time of the accident liable for a injury law suit against me ,even if it is not my current carrier?

Yes your company that insured you at the time of the accident would be the one liable.  They should be providing legal representation to fight the claim and pay out up to your bodily injury limit.  They should be aware of it from the time of the accident and be actively working on it.  
In California the statute of limitations for the other person to sue you for bodily injury in an auto accident is 2 years.
