Auto body repair & detailing: Dull finish, palmolive dish soap, gallon bucket

Question
Brother-in-law waxed boat and tarped for winter without removing.  We bought boat, untarped and discovered what he had done.  Wax dried on boat for months.  How can you restore shine?  Have tried everything short of a stripper (afraid to) to get shine back, but nothing has worked so far.  Would restoring shine for auto be the same as for a boat?  Any suggestions would be GREATLY appreciated!  Thank you.

 Try wasing with Palmolive dish soap and bleach combo.
About 1/2 cup bleach per 5 gallon bucket.  If this doesn't work, try having it buffed.  Be sure the buffer has a foam pad, this is the best type of pad to use, they buff to a glass like shine.
