I just had my son's 1999 Acura Integra's battery cable replaced and the aftermarket burglar alarm light flashed in the dash and now the car will not start.  The battery is powering the radio and fan but car will not turn over. What can I do to get it started?

That's the audio security in the Honda/Acura line.
You need to call an Acura service department
and tell them that the radio code was wiped
when the car was powered down, and needs to be reset.
They will for a small fee.

Sorry, not alot you can do without that code reset.
