BMW Repair: Whooshing noise by the fan, clutch fan, radiator fan

Question -
I just had my water pump replace by a mechanic last week. Now I'm having a whooshing noise problem. Is that the timing belt or is it the fan belt?

Check your radiator fan to make sure that it is not seized.By that I mean checking it to make sure it spins with a slight drag when turning the fan.

Well Don it has a slight drag, it does stops right away. I know when everytime I wash the car and the water hose hits it, its spin alot more than when stick a stick to spin it. Should I try to spin it with the water hose to see if it spins that way?

No I'm here to try to give you good safe advice not back yard stuff.The reason I had you check if it was easily turned is if the clutch portion of the clutch fan was binding it would make the fan noisey.They sound as if the enigine is racing.There should be a slght drag when the engine is cold and and less as it warms up.
You had mentioned a water pump replacement if it was leaking it may have been caused by the clutch fan.
