Answer
IF your sure that your battery is fully charged. Remove the small wire on the "S" terminal of the solenoid on the fender and using a jumper wire attach one end to the small "S" post on the solenoid from where you removed the wire and touch the other end of the jumper wire to the POSITIVE battery post and see if the starter engages.

If it DOES engage the starter, Check for battery voltage on the small "S" wire that you disconnected earlier as you turn the ignition key to the start position, If you do NOT have battery voltage then the electrical switch on top of the steering column is faulty or out of adjustment.

If you do have battery voltage at the disconnected "S" wire when you turn the ignition key to thr un position then the electrical switch on the steering column is OK.

Lastly, remove the battery cable wire that is attached to the solenoid terminal closest to the battery and touch it for 1 second to the other large post on the other side of the solenoid where the starter wires are attached and see if the starter engages.

NOTE: BE CAREFUL that the car has the emergency brake ON and is in PARK or NEUTRAL.

Is the car an automatic or standard transmission ?.

let me know how your tests make out.
