Cadillac Repair: 92 Deville Starting problem +, starter solenoid, gauge wires

PROBLEM: Everything seems to work on the car, except when I turn the key to the start position, nothing happens.  In the 'ON' position, everything happens
Turn on the key and all dash lights go on.  Doors lock.  Security light goes on for a couple of seconds and then goes out.  Dash lights go out except for “Service Engine Soon”  Service Vehicle Soon” and “Charge” and “oil”
Turn key to start position and nothing happens.  

First I tested the starter solenoid and no juice was getting to it when the key was in the 'Start' position.  Then I checked the starter relay (behind the glove box) and replaced it since I didn't know how to test it.  I was then advised to replace the starter ignition switch on the steering column.  So I took out the two big bolts holding the steering column, unlatched the thin yellow 'cord' that moves the shift display needle.  I DIDN'T unhook the transmission cable since I couldn't find it.

So, I have two problems now.  Car won't start and I can't put back the steering column so the shift lever works.

I can’t figure out how to connect up the shift lever with the cable.  I didn’t disconnect anything when I dropped the column so I am at a loss there.

OPERATIONS PERFORMED/PARTS REPLACED:

Battery replaced
Starter ignition switch.(mounted on the top side of steering column) replaced
Starter Relay (located behind the glove box, up high) replaced
Bypassed security system with resisters (cut orange sheathing off two small gauge wires and put 2.38 O resisters in line.  Same resistance as the key.
Turned key to on position and pressed OFF and WARMER and held it until the entire panel lit up.   Waited and after a short period, the following was displayed:

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL VOLT/OHM METER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
