Cadillac Repair: 96 Deville Blower, vacuum lines, cadillac deville

I have a 96 Cadillac Deville that has started having blower problems. When I turn the AC on, the blower will begin to blow for 3-5 seconds and then just quit. The AC compressor is working fine, just won't blow air in Heat or AC. I believe it's either the Blower Motor Control or the AC Climate Control. I don't know how to check to see which it is. It was doing it once in a while, but now it's doing it all the time.
Where is the Climate Control Module located? I think the motor control module is actually in the motor, right?

Yes, The motor control module is actually in the motor.

The PROGRAMMER module (ACP) is located under the dash on the passengers side and has a multi-colored vacuum lines attached to it.

There is a SPECIFIC SETTING that you must do after you install the ACM.
