Cadillac Repair: 1989 fleetwood fwd electrical, battery cables, start ups

Question
I have a problem with the fuel panel not reading correctly along with the AC going to full speed with no control response from the AC control pad.
After disconnecting the battery everything seems ok except the AC will not not kick in,service AC light is on, it only operates in econ mode or off. The fix will only be effective for a short period of time and or start-ups, then it goes back to high AC and erratic fuel readings, the ac seems be be blowing very cold in this condition. Also something has trigered the check engine light. I have had no electrical problems with this low milage car in the past. I have also cleaned the battery cables although they did not seem to need it.

There was a bulliten issued in 89 for this complaint, though im not sure if it worked, there is a voltage problem between the climate control and fuel data display panels, the new part numbers that were issued fixed this problem,if you were to replace both displays then it would fix the problem your having,if you dont replace the displays you can solder in capacitors to the connections that go to each of the displays, this is up to you, either replace the fuel data center and climate control panel,or try the capacitor fix,let me know and i can guide you though either of the fixes.
