Chevrolet Repair: TOP END, methyl hydrate, piston rings

Question
TRUCK HAS SAT FOR 2 YEARS, WHAT SHOULD I DO FIRST TO GET IT RUNNING? ALSO, BLOWS BLUE SMOKE FROM EXHAUST, THINKING ABOUT REBUILDING THE TOP END MYSELF OR TAKING IT SOMEWHERE. WHAT ALL NEEDS TO BE REPLACE WHEN DOING THIS? VAVLE GUIDES & SEALS, WHAT GASKETS & WHAT ELSE SHOLD BE DONE? IF I NEED TO CHANGE PISTON RINGS DOES THE ENGINE HAVE TO COME OUT? HOW LONG SHOULD A TYPICAL REBUILD TAKE? IF I TOOK IT SOMEWHERE DO YOU KNOW OF A BALLPARK FIGURE OF WHAT IT MIGHT COST? THANKS!!!

Answer
Year, make, model, engine size?  There are several things you can do to get it ready to start.  Fresh fuel is amust or at least adding some methyl hydrate to the tank with an octane boost.  Changing the oil, rotating the engine over on the starter with fuel or spark disconnected to circulate oil and running it for 10 min and then changing the oil again to get rid of moisture....  What kind of vehicle is it?
