Chevrolet Repair: 1996 V6 Camaro, backyard mechanic, ok check

My son's car has the service engine light came on.  He took it to his High School Autoshop.  The codes that read P1406 and P1406F came up.  What do they mean to a backyard mechanic?

I come up with EGR issues.  How is the car running?  If OK, check the EGR valve for proper operation.  If electrical, not much you can do with it.  If vacuum operated, apply vacuum and see if it moves.  

I have seen V-6 chevy with EGR issues come in, and the problem was a little piece of carbon stuck in the EGR.  You needed to pull the EGR off and use a screwdriver to knock the piece of carbon out.  

If the car runs good, it means you are possibly polluting the air more than you should be.
